Policy formulation, public value and regulatory strategy - three modules on evidence-based policy design and accountable governance.
Policy Formulation, Analysis & Evaluation
Framing policy problems; the policy cycle; evidence, cost-benefit and theory-of-change logic; designing options and rigorous evaluation.
Public Value, Governance & Accountability
Creating public value; governance structures and decision rights; transparency, accountability and the ethics of public stewardship.
Regulatory Strategy & Reform Leadership
Designing regulatory strategy; impact assessment and better-regulation tools; sandboxes and adaptive regulation; leading reform against resistance.

Modules 4–6
Digital government, delivery partnerships and the capstone - converting policy into results and defending a board-ready reform proposal.
Digital & Smart-Government Transformation
Digital-government strategy and GovTech; citizen-centred service design; data, platforms and interoperability; trust, inclusion and cyber-resilience.
Public-Private Partnerships & Delivery
PPP models and outcome contracting; delivery units and performance routines; mobilising partners and capital to deliver public outcomes at scale.
Capstone - A Policy or Reform Proposal
Integration of every module into a board-ready policy or reform proposal addressing a live national priority - costed, sequenced and defended before a panel.

Course Assessment
Award & Pass Criteria
Score 60%+, attend 80%+ of live sessions and both in-person intensives, and defend your capstone to earn the Executive Diploma. High-distinction recipients (85%+) are recommended for advanced standing into RSBT's Executive MBA pathway.
