— Office of the Dean of Academics, Rusel School of Business & Technology, UK

Curriculum

Programme Sessions

Four four-hour sessions across two weekends - building a decision-ready PPP business case for a real national-priority project.

01 4 hrs

PPP Fundamentals, Project Selection & Value for Money

What PPPs are and are not; PPP models and the global evidence; project screening and suitability; value-for-money and the public-sector comparator; the enabling policy and institutional framework.

02 4 hrs

Risk Allocation, Structuring & Contracts

The risk-allocation principle; structuring the PPP and the SPV; payment mechanisms and availability vs. demand risk; key contract terms, KPIs and deductions; managing change and disputes.

03 4 hrs

Project Finance, Funding & Bankability

How infrastructure is financed; debt, equity and the financial model; funding sources including MDBs, institutional capital and blended finance; bankability, credit enhancement and government support.

04 4 hrs

Procurement, Financial Close & Contract Delivery

Running a transparent, competitive procurement; managing bidders to financial close; construction and operations governance; performance monitoring, renegotiation and value protection - and finalising your business case.

Distinctive to RSBT

This is not a legal seminar. Across four sessions you produce a decision-ready PPP business case for a real national-priority project - screened for value for money, structured with a risk matrix, tested for bankability, and sequenced through procurement to delivery.
