A Message from the Dean of Academics

“Good regulation is invisible when it works and costly when it fails. This certification equips public leaders to design regulation that is proportionate and evidence-based, enforce it fairly, and govern the institutions that protect public trust and integrity.”

— Office of the Dean of Academics, Rusel School of Business & Technology, UK

A two-weekend professional certification for regulators and public leaders - four sessions on better regulation, compliance and enforcement, institutional governance and regulatory reform.

Curriculum

Programme Sessions

Four four-hour sessions across two weekends - each closing in a regulatory clinic toward a decision-ready reform brief.

01 4 hrs

Regulatory Design & Better Regulation

Why and when to regulate; the better-regulation agenda; regulatory-impact assessment; instrument choice from command-and-control to incentives, disclosure and self-regulation; proportionality and unintended effects.

02 4 hrs

Compliance, Supervision & Enforcement

Risk-based and responsive regulation; the compliance pyramid; supervision, inspection and monitoring; sanctions, deterrence and behavioural approaches; regulating fairly and consistently.

03 4 hrs

Regulatory Governance, Independence & Accountability

Governing the regulator; independence, mandate and funding; boards, decision-making and due process; accountability to government, parliament and the public; managing capture and conflicts.

04 4 hrs

Institutional Integrity, Innovation & Reform

Transparency, anti-corruption and ethics; regulatory sandboxes and adaptive regulation; digital and data-driven supervision (RegTech / SupTech); leading regulatory reform - and finalising your reform brief.

Distinctive to RSBT

This is not a law lecture. Across four sessions you produce a decision-ready regulatory-reform brief on a real national priority - an impact-assessed design, a risk-based compliance model, a governance review and an integrity-and-reform roadmap you can take straight into your institution.

Cohort Peer Review

Peers across ministries and agencies stress-test each other's briefs and delivery plans.
